In July 2025, Bali stopped warning

Forty-eight buildings — villas, homestays, cafés — were demolished at Bingin Beach in July 2025, with the Governor and the Badung Regent personally on site. If you're planning to build here, Bingin is not a scare story. It's the clearest statement of the new rules — and once you understand what actually got those buildings demolished, building in Bali becomes safer than it was in the "build now, ask later" era.

What actually got buildings demolished

The owners had received three warnings. The structures stood on state land, in a green zone, without valid permits. Some had operated for years; several were freshly renovated. None of that mattered. Strip away the headlines and every demolition traces to three specific failures:

  1. Land that could never be built on — green/protected zoning, or state-owned land.
  2. No valid building approval (PBG) — or structures that didn't match the approval.
  3. Ignoring the warnings — enforcement came with due process; the process was ignored.

Not foreign ownership. Not bad luck. Three checkable failures.

The three checks that make Bingin irrelevant to your project

1. Zoning before money

The plot's designation in the spatial plan (RTRW/RDTR) decides what may ever exist there. A tourism or appropriate residential zone with the right building coefficients: buildable. A green zone: walk away at any price — no notary trick, no "local arrangement" changes what the spatial plan says. This is checkable before you commit a single rupiah.

2. A title class that actually proves ownership

Since 2 February 2026, customary evidence (girik and similar) no longer serves as standalone proof of ownership — it's merely an indication in a registration process. If the seller's "certificate" is girik, the land needs formal registration before it's safely transactable. The seller should complete it, or the price should reflect that they haven't.

3. A real PBG, matched to what you build

The permit isn't paperwork theatre anymore — it's the difference between an asset and a demolition notice. Allow 3–6 months in your timeline. A builder who says "we'll sort permits later" is quoting you a Bingin.

What this means for choosing a builder

The enforcement era quietly re-sorted the builder market. The question that used to matter was "how cheap per square metre?" The question that matters now is "will this company put its licence number, its permit record, and its active sites in front of you before asking for money?"
